1970s

Approved by the State Council, China National Seed Corporation (China Seed) was established on July 25, 1978. And the company staff were the same staff of the Seed Bureau of the Ministry of Agriculture and Forestry, shouldering seed administration, technology and business operation responsibilities. Mr. Liu Xigeng, the then Vice minister of Agriculture and Forestry, was the general manager of the company.

Under the instruction of the State Council, national internal training programs were carried out to establish systematic organization structures and to replace the old approach of seed supply. The company initiated seed foreign trade, laying a solid foundation for the development and industrialization of the seed sector.

1980s

In 1985, the government repealed the policy that seeds must be pegged to grains, which pushed forward the development of seed industry. In 1988, the company separated itself from the National Seed Administration Station and became a pure enterprise under the direct leadership of the Ministry of Agriculture, Animal Husbandry and Fishery. This separation made China Seed give up its administration role and become a real-meaning company.

1990s

With the implementation of the “Seed Project”, the company changed its operation model from mainly focusing on trade and contract seed production for foreign companies to the integration of breeding, propagation and promotion. An industrial development trend focusing on field crops was formed in line with the requirement for seed sector industrialization. The company developed the Gansu Corridor corn seed production base, the best one across the country, and has established the biggest modern seed processing center in China.

In October, 1999, China Seed was separated from the Ministry of Agriculture and became a central government enterprise.

The 21st century

Since the implementation of the Seed Law in December, 2000, the company has deepened its reform in labor system, wage system and personnel system, thus entering into a new stage of development.

In 2003, the company began to be managed by State-owned Assets Supervision and Administration Commission of the State Council (SASAC ).

On June 13, 2007, approved by the State Council, China Seed became a wholly-owned subsidiary of Sinochem Corporation. Then with the resource and management support from Sinochem Corporation, China Seed has stepped up its management efforts, promoted the corporate culture, made the three-year strategic plan, established a risk control system, laid great emphasis on standardized operation and product quality, set up an integrated research, development and marketing model, focused on the three key businesses of corn, rice and vegetables, and developed a supporting sales network. Consequently, the company has upgraded its overall competitiveness.
